According to an April 2 press release from the Ministry of Law (MinLaw), Calvin Phua will become the chief executive of the Singapore Land Authority (SLA) starting May 1. Currently the deputy secretary (policy) of MinLaw, Phua will continue in this role until then. During his time at MinLaw, Phua has spearheaded initiatives aimed at strengthening Singapore’s legal system and enhancing access to justice. He also played a key role in implementing legal frameworks to support businesses and individuals affected by the Covid-19 pandemic. Prior to joining MinLaw, Phua held various positions in the public sector, including Deputy Secretary at the Ministry of Transport.

Phua will take over the position from current chief executive Colin Low, who has been with SLA since 2011. Acknowledging Low’s contributions, Luke Goh, permanent secretary of MinLaw, says, “Under his leadership, SLA has been at the forefront of innovative and creative adaptive reuse of State land, in line with its vision of ‘Limited Land. Unlimited Space’.” Goh goes on to express confidence in Phua’s ability to build on Low’s efforts and drive SLA to new heights in his new role.

Commenting on the transition, Yeoh Oon Jin, chairman of the board of directors of SLA, says, “As we say goodbye to Colin, we welcome Calvin as our new chief executive. With his strategic insights and proven expertise, we are confident that he will lead SLA towards its next phase of growth.”
